Mr. Ted Serafini
Director, DTCC’s Office of Global Public Policy
Ted Serafini is a Director in DTCC’s Office of Global Public Policy. His role involves engaging regulators and policymakers on issues including fintech, market structure, and cybersecurity. Prior to joining DTCC, Ted was an associate at WilmerHale where he advised clients on derivatives and securities regulation. He is also an alumni of the Commodity Futures Trading Commission (CFTC) and the U.S. Senate. At the CFTC, Ted served as counsel and policy advisor to Commissioner Mark Wetjen, and chaired the Global Markets Advisory Committee (GMAC). As Chair of GMAC, he helped coordinate one of the first public meetings to discuss developments in cryptocurrencies and distributed ledger technologies. In the Senate, Ted advised Senator Blanche Lincoln (D-AR) on trade matters and CFTC oversight.
Ted obtained his J.D. from American University and B.A. in international relations and economics from Beloit College.
